<li>This page displays a form with all the feilds required to create a NEW step record for the SYSTEMS app.&nbsp;The page is called with the parent id for the 'procedure' where the 'step' will be added. If no parent id is present, the user must select from the existing servers, apps and procedures.&nbsp;</li>
