Let me see if i get this right:

We need to dam the Peace River to create electricity to power fracking so that we can extract natural gas so that we can heat boilers so that we can soften the tar to extract the bitumen in Alberta. Make perfect sense. I heard about this when i was was a kid; it's called "robbing Peter to pay Paul."
