  10. ] Stephen Brown, Deputy Health Minister, let himself "off the hook" for the projects "shortcomings" citing that he had only recently joined the health portfolio in 2013. 
  11. ] “Do we have the kind of expertise that is required? I think a fundamental issue that the auditor is raising is not just about contract management in the sense of procurement and general contract management but, in fact, the capacity of the ministry to manage very complex contracts and interface effectively with the vendors.”
  12. ] Although, Brown occupied senior positions in the health ministry (assistant deputy, associate deputy, chief administrative officer) through the years 2006-2011 when all of the key decisions were made on Panorama, making it highly unlikely that he was as in the dark as he sometimes made out to the committee.
  13. ] Brown then rejected the auditor general’s advice that it was time to seek out cost-effective alternatives to the troubled system. stating ...
  14. ] "public health experts here and elsewhere in Canada agree there is no practical alternative to Panorama, “a solid platform” worth building upon. 
  15. ] the ministry has retained an independent consultant to help “develop a go-forward plan which will be three to five years in length.” 
  16. ] The plan is due by June 2016. Presuming it were to take the full five years to implement, the revamped system should be up and running by 2021, or 14 years after it was originally envisioned — imagined? fantasized? — to be operationally complete.
