1. *] CS Step.cs - added test for null result in constructor for Step(byId), if null then setting the name_step on the returned Step to "step not found"

1. x] FIX PRB PG view/step?id=# - ERROR IF the step id # that is passed to the view/step page is NOT a valid step id for the sospep, we get a null value error in the class. Added test to class and test to page, class returns object with name_object set to "___ not found"
