PAGE - edit/chapter

[WHAT]

1. [ def ] A page that displays a single 'Chapter' record within a form that enables the user to edit/update any of the chapter feild values 
2. [ args ] take the id # of the 'Chapter' record to be edited, OPTIONALLY takes the names of the containing book and library 
3. [ returns ] view/chapters 

[WHY]

1. ] PAGE contains all CHAPTER record feilds, allowing user to edit or update any of the following fields
1. ] name chapter -
2. ] description chapter -
3. ] parent_id - the id of the book that the chapter belongs to   

[WHERE called from]

1. ] PG view/chapters (in book)
1. ] use LINK edit/chapter - displayed for each chapter record listed on the page

[WHEN]

1. ] user wants to change the values of any of the editable fields in an existing chapter record
