FIX PROBLEM - 2897 - PG view/location - CD city Vancouver

1. i] PRB - broken view/page 
1. x] SET all to same city id (102) NC
2. x] create NEW record SEEMS OK, creates and displays without issue
3. x] copy broken record = another broken record
4. x] re created Vancouver records that were displaying improperly
5. x] checked records in city of  Chilliwack, Victoria, DONT seem to be having this problem elsewhere
