    1. ] ellis1884uk 10 points 5 days ago  - IT Solution Architect here; here's how it goes for most of the time, the Business is Sold some solution/software/hardware from a salesman in a shiny suit and a powerpoint for which they do not know how it works under the hood, they procure it and hand it off to IT and say "make it work". If the business engages IT early on, projects are usually successful. Basically, you want a cake but only give me an egg as the sole ingredient. This happens at every organisation, Government ones are some of the worst because they have big budgets and lack of understanding and  You think 100m over budget is bad, the UK has 5bn GBP worth of projects going tits up (and this is just within Healthcare)

  1. [2015-03-31] by Dirk Meissner @theglobeandmail -  B.C. auditor rips performance of government’s $182-million computer system - the BC.gov'sIntegretad Case Management(ICM) system (not panorama), also incomplete, doesn't work better, is slower,
    1. ] Carol Bellringer said the province spent seven years and $182 million trying to modernize aging computer systems but failed to replace two thirds of the old system.
    2. ] “The ICM project did not fully replace legacy systems as initially planned,” Bellringer said in a report. “At project completion, about one third of the legacy systems had been replaced. This means that a number of systems characterized as antiquated and expensive to maintain must continue to run.”
    3. ] Social Development Minister Michelle Stilwell said “We have met our key objective and successfully implemented a very modern technology platform,”

    2. ] The auditor general reckons Cerner to be “eight to 10 times the size of Panorama,” with all that might entail in terms of complexity, costs and opportunities for things to terribly wrong.
