Got to give our governments credit for at least being consistent about the IT 
Systems that they contract out to develop. Seen this same story play out across 
many different systems in different provinces across the country. 
-contract gets awarded to IBM
-contract comes in over budget 
-contracted system gets delivered behind schedule
-nobody is happy with the System that is delivered.
-system has many "issues"
-contract to fix "issues" gets awarded to IBM
This can and should be fixed.
